APD Engineering is a civil engineering firm specializing in site planning, design and approvals for commercial, residential, industrial and recreational projects. APD has developed relationships with other professionals throughout the United States to provide our clients with a vast area of coverage. To provide full service, we maintain working relationships with architects, engineers and surveyors.

APD Engineering was formed in 1996 with seasoned personnel looking to take advantage of technology and eliminate corporate bureaucracy. We are continuously growing, which we attribute to building trusting relationships with our clients. We are headquartered in Rochester, New York.

Steve G. Cleason, P.E., the Principal of the company, holds licenses in thirty states, and
has over twenty-six years of experience in engineering, approvals and construction. This experience has included the construction of railroads, highways, a hydroelectric plant and multiple commercial projects ranging from half acre developments to one hundred plus acre regional shopping malls. Steve has been a dedicated client manager for customers such as ALDI, Inc., Monro Muffler/Brake and Advanced Auto. As a Project Manager he has overseen commercial, residential, industrial, and recreational projects including Regional Malls, Shopping Centers, Water Parks, Marinas, Ski Areas, and commercial projects. His thorough background in design, approvals and construction serves as an asset throughout the entire project development. He has multiple references that are available upon request.

Mark R. Tuttle, PE, Senior Partner, has over fourteen years of experience in site planning, design and approvals of numerous commercial, residential, industrial and recreational projects. Mark has vast experience in large and small commercial projects. His site engineering experience has involved generating computer models to: analyze water distribution systems up to 15,000 linear feet; design a sanitary pump station providing service to a contributing area of over 120 acres; and provide stormwater quantity and quality mitigation through the design of retention/detention basins for a multitude of projects. His project management experience includes procuring approvals from numerous local municipalities in addition to state and federal agencies. Mark’s diverse engineering knowledge allows him to oversee projects from beginning to end.

Tom Lucey, PE, Senior Partner, has over seventeen years of experience in commercial site and building program development for some of the nation's largest retailers. Tom's extensive experience ranges from small to large scale programs, including convenience stores, pharmacies, big box retailers and regional shopping centers. He has performed and lead projects from single site land development projects to full service building and site development programs generating over 350 complete projects a year. Tom's experience in managing multiple site location programs backed up by extensive design experience has allowed him to implement national and regional programs for CVS and Sunoco, among others. Tom's range of design, project management, program management and understanding of all aspects from due diligence, building design and civil engineering allow him to recognize the importance of each element of each project in a program.

Jamie S. Wheatcraft, RA, AIA, Senior Partner, has over seventeen years of experience in the supervision and implementation of staffing, project management, design, production, quality control, construction, field inspection, development of rendered drawings and cost estimating. His responsibilites as a Partner include architectural design, project management for various commercial clients, including several large multi site retail clients such as Aldi, Inc, Monro Muffler/Brake, Pizza Hut/KFC and others. He also has experience in both large and small industrial projects and residential developments, from single family residences to multiple site housing tracks.
